Preschooler love to dress up and they will have fun making this fluffy tutu. Stretch the elastic band over the back of a chair, a binder or a pot. Cut 10-15 inch strips of tulle (different colors). Let your child stack the strips and tie them to the stretched elastic. Continue tying till the elastic is covered and is ready to be worn. Your preschooler will have fun making this outfit as well as wearing it.
